Summary
Board determines that the ICM .XXX Sponsored TLD Registry Agreement failed to meet the required sponsorship community criteria, posed public policy concerns, posed enforcement concerns, and opened the door to forced ICANN oversight in contravention of its mandate.  The Board resolves to reject ICM Board rejects ICM's application for the delegation of a .XXX sTLD to ICM.
