If applicants decide to offer IDN registrations after executing the Registry Agreement with ICANN, they would follow the procedure in section 2.1 of Article 2 of the Registry Agreement to submit a request for approval of this as an "Additional Service" pursuant to the Registry Service Evaluation Policy found at http://www.icann.org/en/registries/rsep/rsep.html (click on Registry Service Evaluation Policy on the left navigation bar).
