Question. Can economic enterprises qualify as communities in the sense of the community priority evaluation criteria?




Answer. There is no provision in the Applicant Guidebook for an application to "qualify" as a community. The designation of an application as community-based is entirely at the discretion of the applicant.




A community priority evaluation might occur as a result of string contention.Where an applicant goes through community priority evaluation, according to the criteria in Module 4 of the Applicant Guidebook, an application meeting the threshold score of 14 will be awarded priority in the contention set.
