TIME: 16:15-17:30 AST

ROOM:  Ballroom A (Main)

Topics:

  1. (Led by Mason Cole) Further to the Board’s question to us, we would like to devote ample time to NIS2.
  2. (Led by Philippe Fouquart): Now that the Board has ratified the RA/RAA contract amendments, has the Board consulted with the General Counsel and CEO regarding adjustments to the compliance function in order to accommodate these new contractual provisions? If so, please share the results of those conversations with the community. If not, are there plans to do so, and how might the community participate in these conversations so that they are practical, consistent and user friendly? What metrics (including from third parties) does ICANN org intend to use to report to the community regarding the efficacy of the amendments against abuse?
  3. (Led by Lori Schulman): Regarding the RDRS system,
    1. Early adopters have reported some positive changes – that we have a centralized point of inquiry and that there are templates available to expedite the process. There are also reports of technical difficulties including: minimum character limits for substantiating complaints; insufficient numbers of participating registrars; inability to enter bulk requests; inability to attach Powers of Attorneys to templates or to substitute declarations of authority; and refusals received without explanation, or stock replies without meaningful substance upon which to act. Also, the majority of requests are declined. How will the Board work with ICANN org to ensure that the 2-year test period is an iterative process and that improvements based on user experiences can be implemented throughout its operation? The Commercial Stakeholder Group has been actively encouraging adoption among our constituencies, however we fear that without improvement, end users will abandon the system, leading to the very real risk that a false narrative will be promulgated at the end of the test period that there is no demand for legitimate access to non-public registrant data when in fact users simply dispensed with the tool as it proved unwieldy and unproductive in practical cost-benefit terms.
    2. How is ICANN encouraging involvement with and use of the RDRS, especially outside the ICANN community? Is there a marketing plan that can be shared with the community? If so, what resources have been allocated to this?
  4. (Led by Philippe Fouquart): Re the WSIS+20 review process and the related milestones for the next 2 years (WSIS Forum 2024/2025, Regional Consultations, WTDC-24 etc.), has ICANN conducted a risk analysis of the various efforts/events to be held and, if so, is it possible to share that with the community?
