DNS Abuse Standing Committee meeting

The ccNSO DNS Abuse Standing Committee (DASC) will hold a working session at ICANN75, and will discuss among others its outreach efforts, including an upcoming survey which aims to gather information as useful input for next steps by the DASC.
About DASC
DASC was created as a dedicated forum for ccTLD Managers to discuss the important topic of DNS Abuse and to share information, insights, and practices. In keeping with the nature of the ccNSO, the purpose of the Committee is not to formulate any policy or standards, recognising that policy development in this area is out of scope of the ccNSO policy remit. The overarching purpose is to raise understanding and awareness of the issues pertaining to DNS Abuse, promote open and constructive dialogue, and ultimately to assist ccTLD Managers in their efforts to mitigate the impact of DNS Abuse. Internet Governance Liaison Committee meeting

The ccNSO Internet Governance Liaison Committee (IGLC) will hold a working session at ICANN75. During this session, it will discuss among others upcoming work items by the committee that would benefit ccTLDs.
About IGLC
The IGLC has been established to coordinate, facilitate, and increase the participation of ccTLD managers in discussions and processes pertaining to Internet Governance. The Committee will take a proactive role in seeking and fostering participation and input into the processes and provide regular feedback to the ccNSO Council, ccNSO members and broader ccTLD community. ccPDP3-RM at ICANN75
The ccPDP3-Review Mechanism working group has developed a proposed mechanism for the review of the specific decisions on the delegation, transfer, revocation and retirement of the delegated top-level domains associated with the country codes assigned to countries and territories in the ISO 3166-1 standard. The working group will hold two working sessions. One to stress test the policy proposals and the second to evaluate the feedback received during the ccNSO Policy Update session held on Tuesday, 20 September. About the 3rd ccNSO policy development process
- Part 1 (ccPDP3-RET) of the third Country Code Names Supporting Organization (ccNSO) policy development process (ccPDP3) was tasked with developing and proposing policy for the retirement of country code top-level domains (ccTLDs).
- Part 2 (ccPDP3-RM) includes the development of a review mechanism for decisions pertaining to the delegation, transfer, revocation, and retirement of ccTLDs.
The proposed policy on retirement of ccTLDs was submitted to the ICANN Board for its consideration in September 2021. The results of ccPDP3 part 1, if adopted by the ICANN Board, will need to be implemented by the ICANN organization (org) and IANA services. They will also provide the basis for future removal of ccTLDs from the root zone database in the event the ccTLD has to be retired.
The ccNSO Council recently clarified its position regarding the exclusion of ccTLD policy related matters from ICANN's Reconsideration and Independent Review Processes. Council sent a letter, following a question from ICANN Legal concerning the proposed ccTLD retirement policy (ccPDP3-RET), aiming to ensure that the Board's consideration process of the proposed retirement policy will be completed. The ccNSO Council is of the view that following disputes and claims should be excluded from ICANN's Reconsideration Process as well as from the Independent Review Process (IRP) for Covered Actions:
- all disputes and claims related to the delegation, transfer and revocation of ccTLDs, until both ccPDP3-RM and ccPDP4-IDN have been concluded.
- the ccTLD retirement-related issues set-out in section 5.2 of the proposed ccTLD Retirement policy and other disputes or claims related to the retirement of ccTLDs

The ccPDP4 Working Group defines the criteria, process, and procedures for (de)selecting Internationalised Domain Name country code Top Level Domain strings (IDN ccTLDS) associated with the country codes assigned to countries, territories or other areas of geopolitical interest listed in the ISO 3166-1 standard and within the framework of the ccNSO Policy Development Process. The results of this ccPDP4 will eventually replace the IDN ccTLD Fast Track Process. The working group charter, work plan, and other relevant documents are available on its website and workspace.

This session will kick off with a welcome by the ccNSO Chair Alejandra Reynoso. Alejandra will welcome all to the ccNSO Members Meeting, and will highlight relevant ccNSO sessions and topics at ICANN75. At ICANN75, the ccNSO Meetings Programme Committee (MPC) and ccNSO Internet Governance Liaison Committee (IGLC) will jointly organise this ccTLD News Session. The protection of geographical indications has recently reemerged in various regions as an area of increased regulatory attention and legislative initiatives. The latest examples are the European Commission proposals which aim to reform the European Union framework on geographical indications with special attention for enforcement issues linked to the registration of domain names both as TLDs and second-level domains. This session will explore the potential impact of regulations and legislation on ccTLDs.

About this session: The Governmental Advisory Committee (GAC) constitutes the voice of Governments and Intergovernmental Organizations (IGOs) in ICANN's multi-stakeholder structure. During this joint meeting, the following topics are expected to be discussed:
- ccNSO Policy Development: status and next steps with respect to ccPDP3-RM and ccPDP4-IDN.

This includes the impact of the inclusion of IDN ccTLD managers as members of the ccNSO on existing rules and operating procedures.

The 3-year term for five members of the ccNSO Council will end in March 2023. Mid-September, the ccNSO will open a call for nominations to fill those seats. Are you considering running as a candidate for the ccNSO Council? Would you like to learn more about the ccNSO Council and the need to nominate candidates? We kindly invite you to participate in the ccNSO Council Election Webinar. ccNSO Council Chair Alejandra Reynoso, as well as other Councillors and ccNSO Secretariat will provide you with an overview of the election process and address the need to replace Councillors at reasonable and regular intervals. Moreover, you will receive further information about the required skill sets for Councillors, the time commitment and working methods of the ccNSO Council.
