ICANN , its community have no idea of the demand in the next round , so have no idea how much $$$$$ are needed for Applicant Support and how much to give / loan to each applicant .

One of the major problems with some potentially underserved markets is that there are no accredited ICANN registrars in the countries. Then there's the problem of applicants not being able to quantify the markets. There may be active ccTLD markets but all gTLD registrations are outsourced to registrars outside the countries.

Applicants need help with estimating the market size. This means real estimates. That's difficult to do well. But it will make the difference between a new gTLD being a limited success or a dead zone.

The ICANN registry-registrar model is great for the 1990s but the market has moved on. Approximately 25% of the gTLD market is reseller/off-registrar hosted. Without the infrastructure to sell/register domain names in new gTLDs, there's little chance of some of these geographically focused gTLDs being commercially viable.
