09:28:48 From Cheryl Langdon-Orr : Nothing of articular note from GNSO Council which has held 2 calls since its meeting at ICANN68 1 an extraordinary one regarding Policy work Project management and planning, on the 16th and the normal monthly meeting on the 23rd last week, As usual please see full details at the GNSO Liaison Wiki Page
09:28:48 From Filina Natalia (EURALO Secretary) : Congratulations, dear Erich!

09:29:56 From hadia Elminiawi : Congrats again Erich - my NomCom fellow
09:31:05 From Claudia Ruiz : Welcome Sergio Salinas to audio
09:32:23 From Heidi Ullrich : At-Large staff have informed NomCom Support staff regarding Erich’s resignation.
09:34:00 From Olivier MJ Crepin-Leblond : The question, I guess, is whether it will affect our own calendar of selections. But with no travel in sight, it probably does not matter, as long as the selectees are seated by the next ICANN meeting.
09:34:24 From Wale Bakare : Congratulations, Erich
09:37:11 From Dave Kissoondoyal : Apologies to be late.. had emergency status at my work
09:37:31 From Maureen Hilyard : Hi Dave. Nice to see you :)
09:44:12 From Vrikson Acosta : Alan, if you that co-wrote the rules doesn't know who's in control, what is left for other who may not understand or even know that issue?
09:44:29 From Sivasubramanian Muthusamy : Designating ICANN as the Data Controller might actually solve most of the risks of the contracted parties; If ICANN were to be the Data Controller, and were to write to GDPR as a global multistakeholder body and as custodian of the DNS, that it has to have thick whois, it will make a distinction between legal vs natural persons etc, that effectively seeks to create a class of Data (DNS) that GDPR can't possibly classify as offensive.
09:46:47 From Sivasubramanian Muthusamy : Such a legitimate "challenge" to the GDPR from ICANN would resolve the risk of the 4% gross revenue penalty for GoDaddy in matters related to risks arising out of following community recommendations
09:47:42 From Sivasubramanian Muthusamy : for GoDaddy and all others
09:48:07 From Roberto : I wonder how could ICANN be the Data Controller, considering that it does not own the data, nor the modification thereof - but I guess that sometimes legal issues and reality can be at odds
09:51:38 From Sivasubramanian Muthusamy : Roberto, in some measure, ICANN is at least 'privy' to data, if I can use that term, without attaching any specific meaning to the term. This happens because there are certain policies such as Registry Data Escrow policy etc, whereby the Registries submit Data to ICANN (or to an escrow, approved by ICANN). By this process, already the data is in a sense with ICANN. Expand the process a little more, dump all the headaches of LDAP request processing etc, onto ICANN, ICANN also happens to be well placed as a global body of stature to "oppose" or "challenge" excessive requests / excessive directives.
09:52:17 From Sivasubramanian Muthusamy : again @Roberto In matters related to DNS, DNS being new (hardly 30 years) there are no precedents for any thing.
09:52:41 From Sivasubramanian Muthusamy : You create processes, create precedents, create creative solutions
09:54:11 From Roberto : @Siva - so by extension of your reasoning ICANN could be also held responsible for the correctness of the registrants data. That could be an interesting thing…
09:54:14 From Sivasubramanian Muthusamy : How about a Joint Controller process, with all liability dumped on ICANN ?
09:54:37 From Sivasubramanian Muthusamy : Yes @Roberto
09:55:05 From Sivasubramanian Muthusamy : Why "GNSO based" ?
09:55:19 From Sivasubramanian Muthusamy : Why not "Empowered Community based"???
09:55:20 From Roberto : Anyway, this is moot, because over his dead body JJ will accept that all liability is “dumped” on ICANN
09:56:28 From Sivasubramanian Muthusamy : "dump" is a manner of speaking. JJ would understand that this word does not imply something negative
09:57:09 From Roberto : I would like to be there and see his face when somebody suggests this idea… :-)
09:57:44 From Sivasubramanian Muthusamy : Like ICANN is a huge, mature tree, and the issues arising out of compliance are like little stones thrown at the tree. ICANN is more than capable of handling the liabilities arising out of what is "dumped" on ICANN by making it the Data Controller
10:04:59 From Heidi Ullrich : +1000 Olivier!
10:06:13 From Maureen Hilyard : Kudos to Alan and Hadia for representing us so well on the EPDP for soooo long..
10:07:08 From Cheryl Langdon-Orr : It has been a monumental task
10:07:55 From Dave Kissoondoyal : Agree with @Maureen. More-so they have allocated so much time and resources in the process
10:08:20 From Olivier MJ Crepin-Leblond : Whilst monumental task - if the ALAC does not support the final report, then this is a monumental train wreck
10:08:40 From Dave Kissoondoyal : +1 @OCL
10:09:01 From Abdulkarim oloyede : +1
10:12:34 From hadia Elminiawi : The problem CPs and NCSG
10:14:25 From hadia Elminiawi : @cheryl yes
10:14:49 From Cheryl Langdon-Orr : Thanks for that @Hadia and @Alan
10:15:42 From hadia Elminiawi : Thank you Alan
10:16:13 From Alan Greenberg : "Lurching to its somewhat abortive end"
10:16:30 From Chokri Ben Romdhane : Thank you Hadia and Alan
10:17:14 From Sarah Kiden : Thank you Alan and Hadia!
10:17:53 From Sivasubramanian Muthusamy : What is the actual timeline of the EPDP? It deviated from all norms and conventions of the mutlistakeholder PDPs, on the grounds that the policy had to be formed "expeditiously", participants and observers without even the privileges to comment on chat, somewhat imbalanced seat allocations.. how expeditious is the EPDP in actual terms? How did ALAC agree to the EPDP in the first place?
10:19:39 From Alan Greenberg : SIva, the ALAC wasn't asked if we agree. The question was whether we wished to participate or not.
10:20:06 From Heidi Ullrich : Policy development course: https://docs.google.com/document/d/1Pn-5hlgpfWh1e4Gf0UYBjmCc3QUFNXlyLLAGXUKU7XM/edit#heading=h.db2j8q9b6kht
10:21:20 From Sivasubramanian Muthusamy : An interactive mailing list?
10:22:26 From Alan Greenberg : In terms of "expedited", well, it was faster than most PDPs in that the work was FAR more intense and we have issued two very substantive Final Reports in exactly 2 years. That is better than any other previous PDP in my recollection.
10:22:30 From Sivasubramanian Muthusamy : like a "Chapter-Delegates" list in ISOC or a "Governnance" llist in the Civil Society, or a expanded Dynamic Coalitions list?
10:22:48 From Filina Natalia (EURALO Secretary) : Thanks @Heidi
10:22:51 From Sivasubramanian Muthusamy : Even a private policy list?
10:24:36 From Filina Natalia (EURALO Secretary) : Support thoughts of @Sebastien
10:24:36 From Sivasubramanian Muthusamy : @Jonathan, does your plans include any plan for an even advanced Policy Development Course, that goes beyond mere onboarding and the "introduction to the policy development process" levels? For example, an advanced policy development course that gets into the nuances such as Inter constituency and Interpersonal dynamics?
10:25:41 From Sivasubramanian Muthusamy : Such a course would be of use even to experienced and accomplished ICANN participants, a class of them, for example, to those who are technical experts or business experts who haven't had time to understand the policy naunces?
10:26:29 From Cheryl Langdon-Orr : Indeed @Alan... great efforts on this @JZ and team, I look forward to seeing this course actioned
10:27:02 From Heidi Ullrich : The At-Large draft Comms Strategy includes the multi-level comms activities: https://docs.google.com/document/d/1rPLFLC59t9gVKsSfbzhLW7SRcvjG0YiB4MEYh9YntC4/edit
10:27:53 From Alan Greenberg : Bottom up is rather difficult when those on the bottom do not know we exist or what we do.
10:28:05 From Jonathan Zuck : Indeed @Alan
10:28:24 From Cheryl Langdon-Orr : Yup Thus the sense of what @Daniel is sayng right now!
10:28:36 From Maureen Hilyard : Jonathan has taken the lead to carry out the recommendations of the At-Large Review to incorporate policy through O&E, capacity building, social media and communication. s our key workstreams
10:29:44 From Olivier MJ Crepin-Leblond : nice music
10:29:58 From Maureen Hilyard : hard to talk over
10:30:01 From Heidi Ullrich : Apologies. We are trying to sort out,
10:30:10 From Dave Kissoondoyal : we lost Maureen
