Heidi Ullrich:@Glenn, the address is correct, but RALOs/ALSes should NOT send any request to this address.
Heidi Ullrich:One of the criteria is that all ALS requests need to gain RALO approval

Glenn McKnight: All questions and completed forms should be sent to controller@icann.org. Please remember that the deadline for FY16 Budget consideration is February 28th 2015.
Heidi Ullrich:@Glenn, correct. That is the general template. At-Large has a slightly different process. They have for several years.

Perhaps we should consider providing the participant with a well defined curriculum, a syllabus and the participant is supposed to complete the "course" during the capacity building session - like the model of training on Internet governance by the Diplo Foundation
