- Avri Doria noted that the current bylaws are different from how they were during the previous round - appeals may be made on the basis of mission, values and commitment - not just technical mistakes on the application: "The procedural restriction on reconsiderations was removed in the transition bylaws. Though it was still in effect for the last round. I am not making a comment, however, on the need for specific appeals mechanisms."
