ALAC Statement on the Summit for Developing Countries

>The ALAC notes that a Summit for Developing Countries is under consideration by the Board¹s Public Participation Committee and by other interested parties.  The ALAC supports the goals of this initiative and desires to see this effort coupled with ICANN¹s long-term plan (as delineated in the draft FY12 Operating Plan and Budget) to support TLD capability training in developing countries.

As the representatives of local internet communities within ICANN, the ALAC in conjunction with its supporting regional organizations looks forward to the opportunity to assist in the planning necessary to bring this Summit to fruition.

We recognize that there remains a need to properly allocate resources for logistics and funding to support this endeavor, and as such the ALAC recommends that during this austere fiscal year the number of scheduled registry-registrar gatherings be reduced by one to thereby allow this Summit the full benefit of proper support.

    Dear Danny,
    excellent, thank you for this valuable draft. Quick remarks:
    - giving the full title of the proposed conference would be helpful
    ("Summit for Developing Countries" could refer to anything, from G20 to
    some event under the aegis of UNESCO, WHO, UNCTAD, etc.)
    - I'm looking forward to seeing how Registry/Registrars will react to the
    suggestion that the "summit" should be in replacement of one of their own
    get-togethers... ;-)

    in the draft agenda of the WG meeting, under "priority areas", please fit
    in a few minutes for Danny to briefly present his proposed statement, so
    that the WG can vote on forwarding it to ALAC, to be addressed to the
    Board. I suggest that if a discussion is required, we avoid going into
    drafting mode at the meeting, as that can be done more efficiently on our
    Wiki.

    2.      INTRODUCTION

    ICANN has various programs (e.g. the Fellowship, and capacity-building programs) aimed at or that help increase the participation of developing countries in the organizations activities.  ICANN is also presently working with the community to make the planned introduction of new gTLD inclusive of developing countries.  Despite these efforts, the ICANN community is yet to have a comprehensive review of, and dialog on the role of developing countries in the organization.  For this reason, an ICANN Summit on Developing Countries (ISDC) is being planned to be held during the Oct. 2011 ICANN 42 meeting in Dakar, Senegal.

    Preparations for the Dakar ISDC will be formally kicked off with a preparatory meeting to be held in Singapore during the June 2011 ICANN 41 meeting.  The Singapore preparatory meeting will bring together stakeholders from the ICANN community to discuss details about the ISDC.  Among these details are:

    1. the format of the Summit
    2. resource persons to prepare the Discussion Papers
    3. constitution of a Summit Organizing Committee (SOC)
    4. a work plan for the preparation of the Summit

    The Singapore preparatory meeting will be an open meeting, with two representatives drawn from each of ICANN’s Supporting Organizations (SOs), as well as the At-Large Committee and Advisory Committees.  A number of ICANN Board members and staff are also expected to attend.

    This backgrounder is aimed at to helping participants better prepare for the Singapore preparatory meeting, and provides information on the meeting details (venue, date, etc.), the meeting agenda, as well as a draft work plan for the preparation of the Dakar ISDC.

    3.      OBJECTIVES

    The main objective of the Singapore preparatory meeting is to provide a forum for stakeholders to exchange ideas about how best to organize the proposed ICANN Summit on Developing countries.  Specific objectives include the following:

    7.2.            Draft Terms of Reference (TOR) for Resource Persons

    1. 1.      Background

    The objectives of the assignment are as follows:

               i).   Prepare Discussion Papers for the Dakar ISDC

             ii).   Incorporate public comments and feedback on draft Discussion Papers

           iii).   Present Discussion Papers at the Dakar ISDC

           iv).   Prepare ISDC Report, including compiling recommendations on the way forward

    1. 3.      Focus of the Discussion Papers

    The Discussion Papers are aimed at providing for discussions on various aspects of the involvement of development countries in ICANN, and how the organization can increase and strengthen its relations with these countries.  Specifically, there will be three Discussion Papers on the following subjects:

    1. Developing Countries: A Primer

    A backgrounder on developing countries (what is a "developing country" or "least developed country," socio-economic development in these countries, Internet and ICT development in these countries; developing countries and international development)

    1. ICANN and Developing Countries

    ICANN's relationship with developing countries, and in particular, ccTLDs, international organizations of developing countries, governments, NGOs, and businesses in developing countries, etc)

    1. Participation of Developing Countries in ICANN: Challenges, Opportunities, and the Way Forward.

    A review of the present landscape of the participation of developing countries in ICANN, and how it can be increased and improved

    The last two Discussion Papers (above) should also include recommendations on how to increase and improve ICANN’s relationships with developing countries, and their participation in ICANN and its activities.

    1. 4.      Outputs

    The outputs of the assignments are as follows:

               i).   Draft Discussion Paper

             ii).   Final Discussion Paper, including recommendations and 1-2 page Executive Summary (max 15 pages; about 8,500 words)

           iii).   Presentation at the Dakar ISDC

    1. 5.      Responsibilities

    The responsibilities of the resource persons are as follows:

               i).   Preparation of a draft discussion paper for presentation at the Dakar, ICSD

             ii).   Revision of draft discussion paper based feedback from the public comment process

           iii).   Presentation of the discussion paper at the Dakar ISCD

           iv).   Providing to the SOC in the preparation and finalization of the ISCD report
