Murray McKercher:@Alan G, I agree with your comments, however, as I feel Kenya is a very important part of the African ecosystem and a hot bed for internet development in Nairobi, we should continue our outreach
  Olivier Crepin-Leblond:@Gisella - thanks!
Heidi Ullrich:@Evan, please send staff a note regarding which ALSes
Heidi Ullrich:Matt has been asked to send the survey to all new ALSes

Especially based on whay @Tijani and @Evan as well as others have said, if not quotaye or affirmative to accredit vote then that is another matter re Kenya ISOC IMO
Holly Raiche:Not sure what is happening but at regular intervals there is loud interference
Cheryl Langdon-Orr:someone is not muted @holly
Cheryl Langdon-Orr:very  loud if your using hradset as I am almost deafening
Cheryl Langdon-Orr:it is IN her formal report on the wiki
Olivier Crepin-Leblond:@Cheryl - some ALAC members have said they wish to change their vote, thus the vote is unsettled at the moment and I'd rather suspecnd it rather than risk a rejection of the application

Alan Greenberg:The two new rules will be inserted in 19.10 (19.10.4 will become 19.10.6 and the two new section 19.10.4 and 19.10.5)

Fatima Cambronero:@Garth, also in Argentina :)
Oksana Prykhodko:ALAC member as a candidate for Board, for example
Cheryl Langdon-Orr:with Tijani's points noted. please just take the vote  he and others can abstain or not as others can
Dev Anand Teelucksingh:@Alan would the two rules work as 19.10.5 and 19.10.6 , thereby not requring to change numbering ?
Roberto:Dead people - is that what they call "the silent majority"?
Cheryl Langdon-Orr:it still needs to be done now or later why not now
  Cheryl Langdon-Orr:LOL @Roberto
Garth Bruen:@Fatima, los muertos viven en el tango (y las elecciones)

  Fatima Cambronero:thanks @Heidi, I am in again
Heidi Ullrich:Two minutes of interpretatuin remaining
  Gisella Gruber-White:French interpreters have left.
Dev Anand Teelucksingh:The filing of the objections was the culmination of the process by which the ALAC could file objections to a new gTLD application (https://community.icann.org/download/attachments/31178691/alac-facts-objection-final.pdf).
Dev Anand Teelucksingh:The gTLD Review Group (https://community.icann.org/x/u7-bAQ) facilitated the objection process within At-Large.
Dev Anand Teelucksingh:The new gTLD Dashboard at http://bit.ly/newgtld has the archive of the comments received by the gTLD Review Group, the objection statements considered by the RALO and ALAC and a record of the RALO advice and the ALAC's consideration of the RALO's advice.

Gisella Gruber-White:@ ALL - Spanish interpreters will continue
  Fatima Cambronero:thanks @Gisella
Dev Anand Teelucksingh:http://newgtlds.icann.org/en/program-status/odr/determination has a list of the objections deterrmination
Evan Leibovitch:Olivier, I don't think that there is any demand for a reconsideration request
Olivier Crepin-Leblond:some people have emailed me to ask whether this could be possible.
Cheryl Langdon-Orr:yes focus on lessons learned and improvement possible through the debrief
Evan Leibovitch:Is there a reason those requests are private to you?
  Dev Anand Teelucksingh:CROPP RT proposals : https://community.icann.org/display/atlarge/CROPP+RT+Resources
Evan Leibovitch:This needs to be transparent
Carlton Samuels:Good idea to let it go. Keen reading of the decisions will show a documentary and process analysis hard to discount. The ALAC is without a pot in this one.  Let it rest.
sandra hoferichter:Sorry I have to leave now, bye!
  Heidi Ullrich:Bye!
Oksana Prykhodko:@Dev Is it necessary to say OK for each application or is it enough not to object?
Heidi Ullrich:APRALO discussed it on their call earlier today and EURALO will in their call today
  Evan Leibovitch:+1 Carlton
Dev Anand Teelucksingh:Indeed, the lessons to be learned are for future gTLD rounds and what role should ALAC play in objections
Peter Knight:What about Vint Cerf's Panel and its report?
Peter Knight:Vint and several other Strategy Panels are making inpus
Peter Knight:Excellent webinars -- you can see the video archive and chat record
  Fatima Cambronero:Vint's Panel Webinar http://www.icann.org/en/news/announcements/announcement-06jan14-en.htm
Oksana Prykhodko:we just translated Vint even unpublished article into Russian
  Peter Knight:Excellent, Oksana!
Garth Bruen:This, of course concerns a broad number of issues, but specifically the case of “rapetube[dot]org” a site which sells sexual assault materials and also has false WHOIS. ICANN Compliance declared that “the registrar validated this record as correct” but this is impossible. Compliance refused to discuss the matter further. The issue was brought to Fadi in a formal letter. Fadi promised the ALAC Chair (before Toronto) to respond to this with a written investigation but this never happened. Fadi was specifically advised of the “rapetube” situation. The issue has been validated by an independent investigation by the Washington Post. Reporters at the WAPOST China office contacted the registrar involved who claimed they never heard from ICANN on this, which contradicts ICANN’s stated record. Cleary this is a messy situation which needs to be cleared up.
Peter Knight:Can you get this to Yuri Hohlov and Tatiana Ershova?
Heidi Ullrich:11. Update on Compliance Issue - Garth Bruen and Evan Leibovitch (5 minutes)See ALT Action Item:     Garth Bruen, Evan L x  eibovitch, and Alan Greenberg are to work on the issue of the submission, documentation, handling and findings of Compliance investigations  They are to develop a draft Statement and present it to the ALAC on the next ALAC call.
Garth Bruen:Original letter to Fadi, with report: http://www.icann.org/en/news/correspondence/bruen-to-chehade-22apr13-en.pdf
Oksana Prykhodko:@Peter Could you please give their contacts?
Dev Anand Teelucksingh:@Oksana - the review from the CROPP RT is more of a consensus agreement (ie no disagreement) since the RALO trip proposal has to be detailed
  Peter Knight:OK
  Garth Bruen:WAPOST Article: http://www.washingtonpost.com/business/technology/how-violent-porn-sites-manage-to-hide-information-that-should-be-public/2013/12/06/e0861378-3773-11e3-ae46-e4248e75c8ea_story.html
  Oksana Prykhodko:@ Dev Thank you
Garth Bruen:As originally sent to ALAC Chair: https://community.icann.org/display/NARALO/NARALO+Monthly+reports+2013

Leon Sanchez:I have to leave the call now
  Leon Sanchez:thank you all
  Cheryl Langdon-Orr:bye
Garth Bruen:@Alan, this is an inherent problem with ICANN. Poor data management.
Peter Knight:@oksana yuri.hohlov@iis.ru, hohlov@gmail.com, see www.iis..ru. Ershova is General Director, Yuri is Chairman of the Board. They were both involved in early days of Internet in Russia, academic side
  Oksana Prykhodko:@Peter thank you!
Oksana Prykhodko:at some circumstances proxy is the question of freedom(
Garth Bruen:In addition to "rapetube" this false service protects illicit drug trafficking, malware, phishing, etc...
Evan Leibovitch:+1 with Olivier. We MUST depersonalize this.
Garth Bruen:There is a complete disconnect between what compliance tells us and what the registrar claims.
Garth Bruen:The facts do not match
  Alan Greenberg:Garth, agreed 100%
Garth Bruen:The overall inability to deal with, explain this, or handle mass complaints violates the AOC
  Garth Bruen:Thank you all!
Alan Greenberg:Garth, no question. The trick is to do it in a sustainable way.
Roberto:Sorry, I have to leave now.
  Cheryl Langdon-Orr:NP
Cheryl Langdon-Orr:I assume ALAC will also send a written Vote Of Thanks to Avri?
  Fatima Cambronero:agree @Cheryl
  Olivier Crepin-Leblond:yes Cheryl
Carlton Samuels:I have to drop off. Need to put food on the table..
