  Salanieta Tamanikaiwaimaro:Thanks Heidi

Salanieta Tamanikaiwaimaro:That's what I was thinking OCL

Salanieta Tamanikaiwaimaro:Good resource to draw from

Evan Leibovitch:if we had more time a webinar on closed generics might be a good idea. It might STILL be a good idea even after we give advice to the PCP

Julie Hammer:I looked at this page yesterday to listen to the recording and couldn't find it.  I'll have another look.

  Dev Anand Teelucksingh:@Evan, indeed

Evan Leibovitch:I just find that the issue is really complex and layered, it is of importance but there is a lot of misinformation out there

Yaovi Atohoun:+1 @Evan  for the webinar

Julie Hammer:Just had another look and have seen the recording...thanks!

Salanieta Tamanikaiwaimaro:Action Item - Capacity Building will include webinars as resource material for At Large

  Salanieta Tamanikaiwaimaro:as per Tijani's comments

Holly Raiche 2:Alan is right - the time is a killer (2.00am), but I"ll try to hang in

  Olivier Crepin-Leblond:Part D

Salanieta Tamanikaiwaimaro:3:25am for me Holly but this is now normal in ALAC world ;)

Salanieta Tamanikaiwaimaro:Thanks Alan for the comprehensive report

Salanieta Tamanikaiwaimaro:Q. For the ccNSO Liaison - is the Capacity Building within the ccNSO now active and who chairs the ccNSO CBWG?

Salanieta Tamanikaiwaimaro:I am just interested in finding out who the contact person is?

Salanieta Tamanikaiwaimaro:Thanks Cheryl, that's really helpful - will find out through the staff - had asked Keith last year but he said that it was closed and was'nt functional yet

Salanieta Tamanikaiwaimaro:Thanks Cheryl and Thanks OCL

  Salanieta Tamanikaiwaimaro:Hi Julie

Salanieta Tamanikaiwaimaro:We can hear you loud and clear

Natalia Enciso:Can you call me back, just dropped. Thanks

Heidi Ullrich:@Sala, I've asked Bart and Gabi of ccNSO staff. I will let you know their response.

Salanieta Tamanikaiwaimaro:Thanks Heidi, that's really very helpful

  Heidi Ullrich:Calling you back, Natalia.

  Natalia Enciso:Thanks Heidi.

Salanieta Tamanikaiwaimaro:Question for SSAC Liaison - What is the position of the SSAC following their Advice on the Whois in light of recent happenings in Whois such as the Thick Whois PDP

Sandra Hoferichter 2:@Heidi,  Sala:please keep me posted as well, so far Eberhard Lisse was my contact person and Hong of course, but if there is anyone else would be good to know

Salanieta Tamanikaiwaimaro:[If it takes too much time to answer, we can discuss offline - Julie]

  Heidi Ullrich:Will do, Sandra.

  Salanieta Tamanikaiwaimaro:@Sandra - certainly

  Heidi Ullrich:PD Page: https://community.icann.org/display/alacpolicydev/At-Large+Policy+Development+Page

Heidi Ullrich:Matt is now Policy Specialist :)

  Matt Ashtiani::)

  Salanieta Tamanikaiwaimaro:Congratulations Matt, Policy Specialist

  Salanieta Tamanikaiwaimaro::)

  Matt Ashtiani:thanks, sala!

Natalia Enciso:back on the call, thanks

Salanieta Tamanikaiwaimaro:Congratulations on the new appointments, OCL and Alan

  Heidi Ullrich:Welcome back, Natalia

  Oksana Prykhodko:Matt, my congratulations also)

Oksana Prykhodko:I did congratulate OCL and Alan before

Julie Hammer:Sala, as I mentioned, all the SSAC Advice that I am able to provide is that which is publicly published.  SSAC comment on WhoIs is contained in SAC055 (http://www.icann.org/en/groups/ssac/documents)

  Salanieta Tamanikaiwaimaro:Thanks Julie

  Matt Ashtiani:thank you, oksana!

  Natalia Enciso:Congrats Matt!

Evan Leibovitch:The metrics letter should also (as a courtesy) should also go to SO/AC chairs

  Salanieta Tamanikaiwaimaro:Thanks OCL

  Salanieta Tamanikaiwaimaro:Thanks Evan

Salanieta Tamanikaiwaimaro:Response to a Reply? Was that what you were referring to CLO?

Cheryl Langdon-Orr:let staff work it out  with us

  Alan Greenberg:Who is "D"?

Yaovi Atohoun:I was about to type the same question

Salanieta Tamanikaiwaimaro:Interesting topic OCL - it's ok to have diverse viewpoints on closed generics - thanks Evan for the research done in this area

Salanieta Tamanikaiwaimaro:Is there an Option 3?

  Alan Greenberg:Abstain

  Salanieta Tamanikaiwaimaro:Aside from "Abstain"

  Salanieta Tamanikaiwaimaro:so maybe Option 4

Alan Greenberg:What are you suggesting. These seem to be the two (polar opposite) positions.

Salanieta Tamanikaiwaimaro:From the report, it appears that there are diametrically opposed perspectives. On matters of global public interest, taking one view may cause a level of marginalisation. I understand that the Board has framed the question in such a way that it forces Option "A" or Option "B" so I was wondering whether there is room for noting the other view

Heidi Ullrich:The ALAC Agenda has been slightly updated - specifically under AoB - please refresh your page: https://community.icann.org/display/atlarge/ALAC+Monthly+Teleconference+-+2013.02.26

Salanieta Tamanikaiwaimaro:I suppose there's always "abstention"

  Salanieta Tamanikaiwaimaro:Please ignore my intervention

Olivier Crepin-Leblond:abstention is always possible, of course. As in all ALAC votes

Salanieta Tamanikaiwaimaro:Imagine if all of ALAC abstains

  Salanieta Tamanikaiwaimaro::)

Evan Leibovitch:Funny, I see the nuanced position as a flavourt of "B" :-)

Evan Leibovitch:time for a new alphabet

Salanieta Tamanikaiwaimaro:Hurray! I was happy to see one of the 4 studies come out as they were supposed to come out last year

Yaovi Atohoun:Please who is  D  in the participants list?

D:Hi, this is me, Dev Anand Teelucksingh

  D:my AC room crashed

Heidi Ullrich:Thanks, mystery person! We were wondering! ;)

D:and when I reentered, I somehow got renamed to "D"

Alan Greenberg:Dev, you can fix your name. Plull down to right of "Attendees" title - edit my info.

  Salanieta Tamanikaiwaimaro:No comments OCL

  Dev Anand Teelucksingh:Ah, thanks Alan!

  Salanieta Tamanikaiwaimaro:That's an Action Item?

Dev Anand Teelucksingh:(and to those that sent private messages asking for identification, the "private" chat was disabled so I could not reply)

Alan Greenberg:How do you enable or disable private chat? I have found that to happen occasionally, but I thought it was a bug.

Dev Anand Teelucksingh:The hosts have the powers to enable or disable private chat.

Salanieta Tamanikaiwaimaro:@Alan you raise a legitimate point but on the matter of "Whois", I find that the 3 remaining GNSO studies that should precede policy discussions and the disregard for the counsel rendered by the SAC055. This is why I have been reserving my position until I see all 4 studies

Matt Ashtiani:i wasn't aware that you could disable private chat.

Salanieta Tamanikaiwaimaro:In principle, I agree with you though Alan

Tijani BEN JEMAA:Olivier, I have to leave at 16:30 sharp

Tijani BEN JEMAA:If I can make a small briefing on the Multi-Stakeholder IG events in Dubai and Addis

  Yaovi Atohoun:+1 @Olivier

  Heidi Ullrich:151 ALSes!

Salanieta Tamanikaiwaimaro:Action Item" Request for participation from RALOs to join WGs?

Alan Greenberg:Calls for participants are pretty much always sent to the At-Large list.

  Heidi Ullrich:Actually, 154 ALSes!

Heidi Ullrich:The African and Latin American strategy items are under AoB

Alan Greenberg:Heidi, unfortunately that list includes groups that finished their work nearly 2 years ago...

Sandra Hoferichter 2:The ATRT endorsment took quite some time

Heidi Ullrich:@Sala, Bart from the ccNSO support staff hase responded: The chair is Fernando Espania. Please note this working group is internally ccNSO focused, on balancing work load and capacity. They have focused on increasing volunteer capacity, but that part is closed. The wg is currently in its final stage, finalizing its report which has to be shared with the ccNSO Council first, before it can be shared more broadly.

Heidi Ullrich:The Post Expiration Domain Name Recovery PDP made a number of recommendations regarding protecting the rights of registrants related to expiration. The WG recognized that Insufficient registrant understanding and education was a significant problem and addressing that would lower the number of problems experienced by registrants.Among those was a recommendation related to registrant education, and a complementary recommendation requiring registrars to make any such educational material available to registrants. Specifically:    Recommendation #16: ICANN, in consultation with Registrars, ALAC and other interested parties, will develop educational materials about how to properly steward a domain name and how to prevent unintended loss. Such material may include registrant responsibilities and the gTLD domain life-cycle and guidelines for keeping domain name records current.    Recommendation #17: In the event that ICANN gives reasonable notice to Registrars that ICANN has published web content as described in Re
