This essay, in part, grows out of volunteer work I have done following Internet Governance issues for Telecommunities Canada. It frames the context for discussion of Internet Governance issues from the point of view of self-organizing systems. But its descriptions and conclusions are very much my own, and it should not in any way be seen as expressing a Telecommunities Canada opinion.
