Presentacion sobre el trabajo que estamos desarrollando
Antonio: Menciono que el internet es una herramienta a servicio de los ciudadanos, hay una preocupacion sobre el uso de esta herramienta, y por eso, se necesita la participacion de la sociedad civil. Hemos considerado que el grupo de gobernanza tiene una tarea importante.
La proxima semana en Bogota se va a realizar una reunion preparatoria organizada por LACNIC. Este es un reto de gran importancia. Creemos que la gobernanza es una tarea compleja por que debemos socializar con el gobierno, la sociedad civil, las organizaciones de educacion, el sector privado. Hemos participado en diferentes escenarios y actividades academicas. Este proceso es complejo, y debemos lograr participacion de todos los actores.
Debemos definir como grupo los objetivos
c. Idioma que vamos a usar:
1 reunion al mes. Esperamos que haya tradiccion al ingles.
Silvia Vivanco: Menciono que se debe de dar aviso al staff con la debida anticipacion para coordinar debidamente los servicios de interpretacion y con anticipacion.
Idioma oficial es el espanol pero que haya interpretacion al idioma ingles
Sergio: Los documentos se generen en Ingles.
Jose: Los documentos en la medida que sea posible en ambos idiomas
El resultado FINAL debe de estar en ambos idiomas.

- Antonio: Es importante que los grupos de trabajo generen resulatdos en el corto plazo. En primera instancia la importancia es lograr la participacion de los miembros de LACRALO sino que se logre una participacion activa realmente. La baja participacion potencialmente sera negativa.
Definir los puntos alcanzables en el corto tiempo que tenemos.
Punto 3. Teleconferencias, mas WIKI y listas de correos
Trabajo empezara con una encuesta muy sencilla, y con base e n ella se desarrollara el cronograma de trabajo, hoy existen muchos temas relacionados, por ejemplo: neutralidad de las redes. La encuesta permitira definir las prioridades. Este tema es conocido ampliamente.
Este es un trabajo permanente que genera mucha discusion.
Quienes no hayan participado en el foro lo puedan hacer. Y en el futuro tengamos a representantes que puedan representar bien a la region para representar a la region a nivel global.
5. RESULATADOS Y FACTORES CRITICOS
Participacion activa de los miembros del grupo. Si se asignan tareas a los miembros, en las fechas determinadas, pues que lo hagan con oportunidad y con mucho compromiso.
La encuesta sera enviada a quienes se registraron como miembros del grupo.
6. Fatima:
Participacion de LACRALO en Bogota la proxima semana.
Planteo algo relacionado, la gobernanza esta caracterizada por la participacion de multiples actores.
Pregunta para el debate: Si el grupo debe ampliarse a que participen otros actores?
Si este espacio podria convertirse en un enlace con otros foros donde se trata la gobernanza de internet/si puede haber una presencia de LACRALO y de este grupo en el foro.
Temas discutidos en la reunion exceden lo que se discute en ICANN, si creen conveniente llevar alguno de los puntos a esta reunion preparatoria del IGF.
Sergio Salinas: Si es conveniente abrir esto? Yo creo que no. Ya que este es un tema de debate y reflexion
Otra pregunta: Esto se mantendra en el tiempo o habra fecha de terminacion?
Antonio Medina: Importante sugerencia. Y si es importantisimo mantener canales de participacion en otros escenarios
Jose Arce:
LACRALO tiene autonomia de ICANN y puede perfectamente decidir y apoyo estas iniciativas. ICANN apoya la participacion.
ICANN siempre participa, y ese espacio le dio participacion a LACRALO, ICANN alienta a que LACRALO participe en espacios.
1. Antonio: Existen documentos en la reunion de Trinidad /
Fatima; La reunion estuvo dividida y hay relatorias en la pagina del LACNIC y estos son insumos muy importantes y se pueden ver como se trataron los temas.
Sugerencias /recomendaciones?
Dev: Un poco sorprendido de como se derarrollo esta agenda debido a que LACRALO participe en LAC IGF, etc, esta bien, pero yo pensaba que este grupo tenia que ver dentro de la gobernanza de LACRALO y es esto lo que yo creia que era lo que se trataria aca. Con esto no quiero decir que lo que se hadicho no sea importante pero yo pensaba que esto se trataba mas de la gobernanza DENTRO de LACRALO, por ejemplo cuando tuvimos que recurrir al Ombudsman.
Fatima: SI estoy de acuerdo con Dev, lo que dices es muy importante. Esta es nuestra primera reunion y estamos planteando sobre la mesa, todos por favor manifiesten sus opiniones.
Jose: SI la idea original de la governanza si es asi, estuvo pensado para lo que dijo Dev, y no dejar de lado la idea originaria y ver si podemos abarcar otros temas.
Sergio: Es obvio que vamos a tratar este tema tambien. Aca tambien deberia estar Elad.
Antonio: Ojala la experiencia en este grupo de trabajo nos de la posibilidad de tener una presencia similar a la de Eurodig a nivel regional.
Fatima: Pidio que todos hagamos un esfuerzo para hacer comentarios constructivos.
