Panelists will discuss their respective key takeaways from ICANN81 and participants are welcomed to join in the

Panelists & Moderator Profiles 

Mr. AlMeshal is the Vice-chair of Bahrain ISOC,  a Member of the Advisory Board at Ahlia University in Bahrain, and the Vice Chair of APRALO at ICANN. Led and managed the first APRALO mentorship program. Participated and represented APRALO in multiple working groups. ex-Board member of the Steering Committee for the Chapter Advisory Council in Global ISOC. Member of the Middle East strategy working group within ICANN.

He is Chief executive officer of New Fintech company. Dynamic and forward-thinking leader with comprehensive experience in driving digital transformation, product innovation, and strategic growth in the payments and FinTech industry.


Jasmine Ko is overseeing regional Internet Governance Forum of a diverse range of economies. Over the past few years, she has contributed her expertise to the private, public and UN domains on stakeholder relations, community building, research and advocacy. She is passionate about facilitating multistakeholders in the development field of Internet and technology to fostering a safer and sustainable ecosystem through cross‐sector collaborations. Currently, Jasmine serves as convenor of HK youth IGF, Internet Society HK and APRALO of ICANN community. She is a pioneer activist on integrating ESG sustainability with Internet sector. She earned a bachelor’s degree in Language and international studies and is awarded as public service leadership fellow of UC Berkeley.

Edwin Sandys is a proud Oceania Islander with a very strong belief in advancing the livelihood of our people through technology. He has over 15 years of experience in the Information and Communications Technology (ICT) industry within Oceania region with an ever-evolving desire for new ways of bridging people.

Mr. Sandys has worked throughout Oceania and is currently the Manager Systems & Networks Infrastructure Manager at The University of the South Pacific (USP). Within this role, he ensures that the sites across 12 countries are maintained and operational for the services they offer to stakeholders. He is also the ccTLD Manager for the Dot FJ Domain and a member of ccNSO; he was a fellow for ICANN 78 and ICANN 81.


Manju Chen is a manager at NIIEPA. She provides analysis and counseling advice regarding Internet Governance, cybersecurity, and IT policies and regulations to clients from both private and public sectors. In addition, she engages with the local Internet community in Taiwan by translating hard tech articles into easy reads, hosting events and capacity-building workshops, and participating in local Internet Governance discussions. Manju is currently representing the Non-Commercial Stakeholder Group (NCSG) in the GNSO Council. She chairs the GNSO Council Committee for Overseeing and Implementing Continuous Improvement (CCOICI) and is the Council liaison to the EPDP on Internationalized Domain Names (IDNs) Working Group.

Ingram Niblock is one of Australia’s representatives in the Governmental Advisory Committee (GAC)  at ICANN. He works at the Australian Department of Infrastructure, Transport, Regional Development, Communications and the Arts and was previously a cyber security analyst. He has a Masters of Strategic Studies and a Bachelor of International Relations.

Yuri Takamatsu works as International Affairs Leader at JPRS, which manages and operates Japanese Top level domain ".JP".
Her one of the job is to research policy affairs related to domain names (especially ccTLD-related issues) and to share the trends and hot topics internal to JPRS and also to the local/global community. She is is currently a member of the ccNSO Meetings Program Standing Committee and actively participates in planning the program of the ccNSO members meeting for each ICANN meeting.
