Independent Examiner’s Final Recommendation | As part of their annual outreach strategies RALOs should continue to put a high priority on the organisation of and participation in external events in their region (IGF, RIR ISOC, etc.). CROPP and other funding mechanisms should be provided to support the costs of organisation and participation of At-Large members. |
Issue Identified | ALAC input to a coordinated ICANN Outreach sub-optimal. |

At-Large Comments | The ALAC supports this recommendation. The use of the word “continue” in the recommendation implies, as is the case, that this strategy is already an ongoing practice and subject to ICANN funding, it will continue and hopefully grow. The CROP (formerly CROPP) is a good start in supporting this activity, as is occasional GSE support of external activities. Recently the CROP fund (previously catering for three days and two nights) was increased so that it has become four days and three nights. This more closely fits into the type of regional meetings being attended and allows the traveler to more fully participate without having to either miss critical parts of the event or self-fund additional days. Requests for CROP allow RALO membership to participate in regional IGFs, regional SIGs, and other regional events. Nevertheless, members are also sometimes co-sponsored by other localised funding sources, in order to enable more flexible participation. The ALAC notes that this recommendation is phrased largely as an outreach endeavour. It is clear that the effectiveness of RALOs and their members benefits from involvement with regional activities such as IGFs and RIR meetings. It is less clear that these are effective outreach mechanisms. |
Possible Dependencies | This is a current strategy and is carried out to the extent that volunteer time, staff time, and funding allows (e.g. ICANN funding, localized funding resources). Significant enhancement will require significant funding and staff support |

Comment: As the recommendation note by the use of the word "continue", this is a current strategy and is carried out to the extent that volunteer time, staff time, and funding allows. The CROP (formerly CROPP) is a good start in supporting this activity, as is occasional GSE support of external activities. Significant enhancement will require significant funding and staff support. (Perhaps a comment that we also need to measure the effectiveness of such "outreach".)

Our RALO's have signed MOU with the RIR's ie. NARALO and ARIN as an example which had a spring 2017 Cohosted event which provided benefits to ARIN and to NARALO. It's a excellent idea to set up a routine ( every three years) to have a GA with ARIN in our region to continue the momentum

My first thought - where are the resources going to come from - both money for travel and volunteer time. Even if there is more money, outreach takes people's time. However, happy to support the recommendation with those caveats

I support the recommendation. Suggest that initiatives for funding and volunteers should be approved based of past success by individual and a strong "outreach & engagement startegy" when requesting funds. My main concern is with, What is sought?: Individuals or Organizations to become RALO's. And, how the success is documented.

regional groups have its own strategy that gets together whole regional community, not only RALOs. Under such approach, in fact. cooperation and communication within the whole group has improved and become a key bond among regional community members.
outreach events shall be registered with clear statistics ( I have suggested two different approaches: how many persons join the work after some event and how many were just there and "touched" and informed in each event
in LACRALO Alberto has first selected all events each ALS has been participating from some years ago, to list as our external outreach activities.
