Although random selection may be used as a last resort among clearly qualified and acceptable people at times, it is a poor mechanism with which to make the vast majority of leaders. Reference to IETF misunderstands how the IETF uses random selection (for its NomCom, not leadership positions, and even then candidates must meet a stronger criteria than just volunteering).
