AFRALO DECEMBER 2014  REPORT

In December 2014 AFRALO focused on the following activities:

AFRALO participation on Review of the ICANN African strategy in Mauritius

AFRALO was represented during the review of the ICANN Africa Strategy in Mauritius. Aziz Hilali, Barrack Otieno and Tijani Ben Jamaa were involved.

The objective of the meeting was  to review the current Africa Strategy and realign it to the new ICANN FY16-FY20  Strategic plan. The result is the attached Draft 0 of the Africa Strategic Plan Ver 2.0 (2016 - 2020).  Report on the Africa Regional At Large Leadership (AFRALO) Training At The Africa Network Information Centre

The AFRALO leadership comprised of Aziz Hilali Chairperson, Barrack Otieno Secretary and Tijani Ben Jamaa, ALAC Vice Chair attended the AFRINIC 21 Meeting  held from 21st November 2014 to 28th November2014.
This training was organized under the framework of cooperation between the Africa Network Information Centre and the Africa Regional At large
Organization.
The AFRALO leaders attended AFRINICs INRM training http://training.afrinic.net/index.php/en/learn-modules-2/for-managers.
The objective of the training was to enable AFRALO's leadership understand and appreciate the role of the regional internet registry.
After the training sessions AFRALO leadership was taken on a tour of AfriNIC offices at Raffles towers after which they had a full session
with the head of membership services Arthur Nguessan. Session With AFRINIC Head of Members Services Arthur Nguessan.
AFRALO leadership led by Chairman Aziz Hilali, ALAC Vice Chair, Tijani Ben Jamaa and Secretary Barrack Otieno had a training session with
AFRINIC's head of member services Arthur Nguessan. During the Session Mr. Nguessan explained to AFRALO's leadership how the Africa Network
Information Centre operates with respect to serving the Internet Community in Africa. Mr. Nguessan outlined the role of the Africa
Regional At Large Organization in educating Internet Users on AfRINICs policy developement process. This is crucial in enabling users who are
an important constituency participate in the Africa Networrk Information Centre Community. Mr Nguessan noted that it had been six
years since Afrinics policy was last updated. He reiterated that there was need for the African community to be actively engaged in the
Regional Internet Registries Policy developement and that AFRALO was a very important vehicle for the African Internet Community as a
representative of Internet Users.

Cross-Community Working Group (CWG)

AFRALO has actively contributed to the work of the Cross Community Working group  through its representatives Seun and Tijani Ben Jamaa. Initial output of the working group is expected on or before the ICANN meeting in Singapore. Accountability has been a major discussion point in the working groups deliberation.

AFRALO Webinar: Transition of US Government Stewardship of the IANA Function

AFRALO successfully held a Webinar on the transition of the US governments oversight on the IANA function. The Webinar brought together representatives of the ICG and ccWG as well as staff and members of AFRALO to update them as well as bring them up to speed on the key issues being discussed in the respective working groups. The Webinar was very productive.

 AFRALO Task force: Outreach for more African representation in ICANN leadership positions

The taskforce has already completed a Strategy document that will guide outreach efforts which will encourage more Africans to apply for leadership  positions within ICANN. The Strategy document has been approved by the AFRALO leadership and posted on a wiki on the AFRALO dashboard. Members of the taskforce have been mandated to implement the Strategy.

Revision of AFRALO Operating Principles

The AFRALO ROP working group has been holding meetings. The team has developed a revised draft rules of Procedure document which is available on the Wiki for review.

Joint Meeting AFRALO / AfrICANN at ICANN 52

AFRALO members formed a working group to deliberate on the joint statement for the AFRALO/AfriCANN meeting in  Singapore. Members unanimously agreed that the statement should focus on Accountability. It was further agreed that members await feedback from ccWG meeting in Frankfurt before drafting the joint statement. A wiki was created for this purpose.

New ALS Applications :

ISOC GAMBIA, Gambia,

Cameroon League for Development

Members agreed to drop the two new ALS applications since they had not been able to fullfill all the required Criteria to be confirmed as At Large Structures.

AFRALO REPORT NOVEMBER 2014

 

The monthly AFRALO meeting was held on Wednesday 5th November 2014. The meeting focused on the following areas:

 

        i.      ICANN 51 Report

AFRALO participated in the ICANN 51 meeting in Los Angeles California. During the meeting Philip Johnson completed his term as Secretary and Barrack Otieno assumed the same position.  AFRALO was active in the ALAC sessions as well as the ICG sessions where it was represented by Mohamed El Bashir the Vice Chair.

        ii.    Joint Meeting AFRALO/AfrICANN at ICANN 51

During the ICANN 51 Meeting AFRALO participated in the ICANN Africa information session as well as the joint AFRALO /AfriCANN meeting. The AFRALO AFRICANN declaration was presented during the meeting. It was agreed that the declaration be sent to ICANN's board as well as to the IGC.

        iii.   Community Roundtable for ALAC/RALO Chairs and ICANN's

During the ICANN 51 meeting a Community Roundtable was held which brought together the

CEO and ICANN's Global Executives the AFRALO Chair participated in the meeting.

        iv.   IANA Stewardship Transition Coordination Group (ICG)

During the meeting Mohamed El Bashir gave an update on the progress made by the IANA transition working group. It was agreed that there was need for AFRALO members to be educated on the IANA transition and the issues at stake. It was also agreed that   a Webinar on the Transition of US of the Government Stewardship of the IANA Function (step by step presentationexplaining the consequences on the DN management, should be held in December.

        v.    Cross-Community Working Group (CWG)

Seun gave an update on the progress made by the Cross Community working group and encouraged more members to follow and participate in the activities.

        vi.   Task force "Outreach for more African representation in ICANN leadership positions.

Fatimata gave an update on the progress made by the taskforce. The Strategy document has been circulated to AFRALO members for validation before the leadership can approve its implementation.

      vii. Community Regional Outreach Pilot Project (CROPP))

Members were informed that AFRALO Chair Aziz, Secretary Barrack Otieno and ALAC Vice Chair Tijani would be attending AFRINIC 21 under the framework of cooperation between AFRALO and AFRINIC. A Schedule of activities had already been planned in partnership with AFRINIC. The visit would include training and orientation on AFRINIC's operation.

The objective is to strengthen the partnership between AFRALO and AFRINIC.

 Review of the AFRALO operating Principles

Tijani gave an update on the progress made by the ROP working group to the members.

New ALS Applications

-      ISOC GAMBIA, Gambia- application suspended

-      Cameroon League for Development- Regional Advice expected. Nathalie Peregrine to ask again the ALS  Cameroon League for Development so that they answer question by AFRALO.

It was agreed that Nathalie Peregrine would send  POSITIVE Regional Advice to ALAC regarding the following:

Digital Sense Africa Media, Nigeria- Regional Advice - Regional Advice Positive

 ISOC South Africa Gauteng Chapter, South Africa- Regional Advice Positive

It was also agreed that  Nathalie Peregrine will  wait for ISOC Rwanda to send their Constitution documents . As soon as this is received AFRALO will issue a positive Regional Advice.

AFRALO ACTIVITY REPORT (September & October 2014) [English]

The main activities of AFRALO in the month of September 2014 focused on the following points:

THEME FOR AFRALO/AFRICANN JOINT MEETING AT ICANN51 LA PROPOSED

 “IANA Transition and ICANN Accountability” seen by the African Community” has been suggested as the Proposed theme for the Joint  AFRALO/AFRICANN Meeting at ICANN51 in Los Angeles. AFRALO will hold a joint AFRALO/AfrICANN meeting to discuss an issue or topic of interest to African  region at the scheduled ICANN 51 meeting in Los Angeles, which takes place from 12-16 October 2014. Several members has volunteered to participate in the drafting committee.

 This meeting will issue as usual, a "joint statement" to the attention of ICANN. The committee will propose to the Community, a draft statement to be discussed at the joint meeting in Los Angeles.

 A CALL FOR VOLUNTEERS TASK FORCE "OUTREACH FOR MORE AFRICAN REPRESENTATION IN ICANN LEADERSHIP POSITIONS"

 During the September AFRALO Monthly Teleconference, a call for volunteers to be member of the Task force on “Outreach for more African Representation in ICANN Leadership was launched.

It was observed that after the publication of the NomCom 2014 selectees to fill the ICANN leadership Positions with no African Representation. This task force will undertake outreach activities for more African Representation in ICANN;

 A CWG TO DEVELOP AN IANA STEWARDSHIP TRANSITION PROPOSAL

 Following the endorsement of  the Charter for a Cross Community Working Group on IANAStewardship Transition, a request for RALO Chairs to suggest one person from their region was sent out subsequently, AFRALO Chair has nominated Seun Ojedeji to represent AFRALO.

 After internal consultation and further investigation, AFRALO gave an affirmative Regional Advice regarding the applicaton of Our Rights as an ALS, ALAC has voted and accredited Our Rights as an ICANN ALS and has subsequently become a member of AFRALO.

 THÈME POUR LA REUNION CONJOINT D’AFRALO/AFRICANN À L’ICANN51 PROPOSÉ

 "Transition d’IANA et responsabilité de l'ICANN" vu par la communauté de l'Afrique "a été suggéré comme le thème proposé pour la réunion commune AFRALO/AFRICANN à ICANN51 à Los Angeles. AFRALO tiendra une réunion commune AFRALO/AfrICANN pour discuter d'une question ou un sujet d'intérêt pour la région africaine lors de la réunion de l'ICANN 51 régulier à Los Angeles, qui aura lieu du 12 au 16 octobre 2014. Plusieurs membres se sont présentés en tant que volontaires pour participer au Comité de rédaction.

Cette réunion attribuera comme d'habitude, une « déclaration commune » à l'attention de l'ICANN. La Group de Travail proposera à la Communauté, un projet de déclaration qui sera discuté lors de la réunion commune à Los Angeles.

UN APPEL aux VOLONTAIRES « TASK FORCE « POUR LA SENSIBILISATION PLUS DES REPRESENTATIONS AFRICAINES DANS LES POSTES DE DIRECTION DE L'ICANN »

Au cours de la téléconférence mensuelle de septembre d’AFRALO, un appel aux volontaires d'être membre de l'équipe spéciale sur l’ « éducation à la représentation de l'Afrique de plus en direction de l'ICANN a été lancée.

 On a constaté que, après la publication de la NomCom 2014 pour combler des postes de direction de l'ICANN avec aucune représentation de l'Afrique. Ce groupe de travail entreprendra des activités de sensibilisation pour la représentation de l'Afrique dans l'ICANN ;

 UNE GTC POUR ÉLABORER UNE PROPOSITION DE TRANSITION DE GÉRANCE DE L'IANA

AFRALO ACTIVITY REPORT (August 2014) [English]

The main activities of AFRALO in the month of August 2014 focused on the following points:

ELECTION OF AFRALO LEADERSHIP 2014-2016

Following the nomination period of AFRALO Representative to ALAC, Tijani Ben Jemaa has been re-elected as ALAC representative from AFRALO by acclamation. As Tijani ran unopposed, there was no need to be a vote to confirm his re-selection. Tijani's term will be for two years beginning at the end of the 2014 Annual General Meeting through the end of the 2016 Annual General Meeting.

RESULTS OF AFRALO REGIONAL ELECTION 2014    (SECRETARY)

AFRALO has elected a New Secretary for the period of 2014-2016. Announcing the results, Mr. Aziz, President of AFRALO, thank Philip Johnson, outgoing Secretary for his work during his mandate, which was accomplished with commitment and welcomed Mr.  Barrack Otieno as the new AFRALO. Mr. Barrack Otieno won with 14 Votes (58.33 %) while Mr. Philip F Johnson has a vote of 10(41.67). The terms of Mr. Barrack Otieno will start at the closure of the  ICANN 51 meeting to be held in Los Angeles California, USA, from 11-16 October 2014.

AFRALO RULES OF PROCEDURES WORKING GROUP

AFRALO Working Group on Rule of Procedures held its first meeting to selected Chair, Vice Chair and pen holder as well as discuss term of references of the WG.  Those Selected included:  Tijani Ben Jemaa ChairMichel Tchonang, Vice Chair and Pastor Peters, Penholder. During Teleconference reference documents were also identified and posted on the wiki.

Les principales activités d’AFRALO au mois d'août 2014 axées sur les points suivants :

ELECTION DU REPRÉSENTANT D’AFRALO A L'ALAC 2014-2016

Suite à  la période de la nomination du représentant d’AFRALO à l'ALAC, Tijani Ben Jemaa a été réélu par acclamation en tant que représentant de l'ALAC d’AFRALO. Comme Tijania été nominé sans opposition, il y n'avait aucun besoin d'être un vote pour confirmer sa nouvelle sélection. Les Terme de TijaniBenjamin sera de deux ans commençant à la fin de l'Assemblée générale annuelle de 2014 jusqu'à la fin de l'Assemblée générale annuelle de 2016.

RESULTATS DE L'ELECTION REGIONALE AFRALO 2014 (SECRETAIRE)

AFRALO a élu un nouveau Secrétaire pour la période 2014-2016. Annonçant les résultats, M. Aziz, Président d’AFRALO,  a remercié. Philip Johnson, Secrétaire sortante pour son travail au cours de son mandat, qui a été accompli avec engagement et a félicité M. Barrack Otieno comme le nouveau Secrétariat d’AFRALO. M. BarrackOtieno a remporté avec 14 voix (58,33 %), tandis que M. Philip F Johnson dispose d'une voix de 10(41.67). Le terme de M. BarrackOtieno débutera à la clôture de la réunion de l'ICANN 51 qui se tiendra à Los Angeles en Californie, USA, 11-16 octobre 2014.

Review of the AFRALO Operating Principles

A call for volunteers to join the WG on the Review of AFRALO Operating Principle was sent out. Several members volunteered to participate in this working group.  the need to review AFRALO operating Principles was one of the action items that enimitted during the AFRALO General Assembly

AFRALO2014 LEADERSHIP POSITIONS SELECTIONS – NOMINATIONS.

Nominations have opened for the selection of AFRALO 2014-2016 Leadership Position. Positon opened included:  AFRALO representative to the ALAC (2 years term), AFRALO Secretary (2 years term), AFRALO representative for the ALAC Delegates to the NomCom. Those nominated included: Mr. Tijani Ben Jamai for the Post: ALAC Rep for AFRALO, Barrack Otieno of ISOC Kenya for the Post of Secretary and Phillip F. Johnson , ISOC Liberia for the Post of AFRALO Secretary.

EXAMEN DE L'AFRALO PRINCIPES DE FONCTIONNEMENT

Un appel aux volontaires pour rejoindre le groupe de travail sur la révision du principe de fonctionnement d’AFRALO a été envoyé. Plusieurs membres se sont présentés en tant que volontaires pour participer à ce groupe de travail. la nécessité de revoir principes opérationnelsd’AFRALO a été l'un des éléments de l'action sortant lors de l'Assemblée Générale d’AFRALO à Londres.

LA SELECTION DE LA POSITION DE LEADERSHIPD’AFRALO 2014-2016-NOMINATIONS.

Les candidatures sont ouvertes à la sélection de la Position de leadershipd’AFRALO 2014-2016. Les Positions ouvertes inclus : Représentant d’AFRALO à l'ALAC (mandat de 2 ans), Secrétaire d’AFRALO (mandat de 2 ans), le représentant d’AFRALO pour les délégués de l'ALAC au NomCom. Ceux qu’ont été nomines inclus: M. Tijani Ben Jamai au poste : ALAC Representant pour AFRALO, BarrackOtieno de ISOC Kenya pour le poste de Secrétaire et de Phillip F. Johnson, ISOC Libéria pour le poste de Secrétaire AFRALO.

AFRALO ACTIVITY REPORT - June 2014

The main AFRALO activities during the month of June 2014 were related to the following issues:

BRIEFING ON THE ALAC’s AND AFRALO UPCOMING ACTIVITIES AT ICANN 50 AND ATLAS II IN LONDON

Prior to attending the ICANN 50 and ATLAS II Summit in London, briefing sessions on the upcoming activities of ALAC and AFRALO took place during the Monthly June 2014 Teleconferences.  Furthermore, discussions on the participation of AFRALO at ICANN50 and the ATLAS Summit were held.

COMMUNITY REGIONAL OUTREACH PILOT PROJECT (CROPP)

Additional calls have been made for individuals in the African Regional to apply for Community outreach Pilot projects, According to the project, Application must be submitted eight weeks before the trip. To date, AFRALO has introduced two travel requests to the CROPP. One has been approved implemented.  Tijani Ben Jamaa participated under the framework of CROPP at the African Internet Summit which took place in Djibouti. He represented AFRALO and chaired a panel; the other request was pending approval.

AFRALO AT ICANN 50

-       The official opening ceremony of the ICANN 50 in London  took place on June 23, 2014. According to the report of ICANN, this meeting had a record number for participation since, not less than 3126 participants registered for the meeting. During the opening ceremony the CEO of ICANN emphasized transition NTIA and ICANN's accountability.

-       African high-level delegates including seven Ministers participated in a high-level Government meeting to discuss the issue of the transition of the IANA functions.

-       The AFRALO members attended and actively participated in various meetings of the ALAC and regional leaderships.

-       More than 200 separate meetings with the SO/AC took place.

-       The remote Participation was also available for many sessions and hubs have been installed in some African cities.

-       The issues raised during the General Assembly of AFRALO as well in other African sessions was related to the strategic partnership within Africa towards a sustainable implementation of the strategy for Africa by ICANN as well as the establishment of a Steering Committee to oversee the implementation of the strategy for Africa, social responsibility of ICANN for Africa programs.

-       Noted also at  ICANN was the approval of a resolution that the next ICANN52 meeting will take place in Marrakech in Morocco from 8 to 12 February 2015.

A total of 17 delegates from AFRALO represented their various ALSes at ATLAS II Summit in London along side the ICANN 50 from 21 to 26  June 2014.  The Plenary Session started on Saturday, June 21 with more than 150 participants respresenting various ALSes from the various RALOs.  The Sessions were chaired Olivier Crépin –Leblond.  Speakers at this Session included AC/SO Chairs, ICANN President and CEO, Fadi Chéhadé, Steve Crokers, Chair of the Board of ICANN among other.

AFRALO GENERAL ASSEMBLY

AFRALO held its General Assembly on Wednesday, June 25, 2014. Seventeen delegates representing African ALS and other delegates from the region were present. The meeting was chaired by Aziz HILALI, President of AFRALO. Mr Pierre Dandjinou VP ICANN for Africa was invited to talk about the achievements of the projects of the African strategy for ICANN.Other presentations included:

On the Rule of Procudures(ROP) AFRALO, noted the importance of reviewing the principles for membership of AFRALO, review the problem of individual membership as well as the problem of countries with many ALSes.

Procedures for the vote within AFRALO should be discussed within AFRALO.

ACTION ITEMS EMANATING OUT OF THE GENERAL ASSEMBLY

• Staff to work on the AFRALO ALS Brochure so that it can be placed electronically on the WIKI page/ AFRALO Wiki page.
• AFRALO to make a request to AFRINIC to request access to request data/statistics with regards to Africa.
• AFRALO ROPs need to be reviewed to consider various items. Staff will work with AFRALO Leaders to start a review of these procedures.

RAPPORT D'ACTIVITE D’AFRALO - JUIN 2014

Les principales activités AFRALO au cours du mois de Juin 2014 concernaient les questions suivantes :

ACTIVITES A VENIR DE L'ALAC et AFRALO A L'ICANN 50 et ATLAS II à LONDRES

Avant de participer à l'ICANN 50 et au sommet ATLAS II de Londres, des séances d'information sur les activités à venir de l'ALAC et AFRALO ont eu lieu au cours des téléconférences mensuelles de juin 2014. En outre, d’autres points ont été soulevés sur la participation d’AFRALO à ICANN50 et au sommet ATLAS II.

PROJET PILOTE DE MOBILISATION COMMUNAUTAIRE REGIONAL (COMMUNITY REGIONAL OUTREACH PILOT PROJECT (CROPP)

De nouveaux appels ont eu lieu pour inciter les membres d’AFRALO à soumettre leur candidature au projet de mobilisation communautaire régional (CROPP)). Selon le règlement du CROPP, la demande doit être soumise huit semaines avant l’événement. A ce jour, AFRALO a présenté seulement deux demandes de voyage au CROPP. L'un a été approuvé et mis en œuvre. C’est Mr Tijani Ben JEMAA qui a participé dans ce cadre, au Sommet africain d’Internet qui s'est tenue à Djibouti. Il a représenté AFRALO et présidé un groupe d'experts ; l'autre demande est en attente d'approbation.

AFRALO À ICANN 50

La cérémonie officielle d'ouverture de la réunion ICANN 50 de Londres a eu lieu le 23 juin 2014. Selon le rapport de l'ICANN, cette réunion a connu un record en matière de participation puisque pas moins de 3126 participants ont été enregistrés pour cette réunion. Au cours de la cérémonie d'ouverture le Directeur Général de l’ICANN a insisté sur la transition NTIA et la responsabilité de l'ICANN.

• Des délégués africains de haut niveau comprenant sept ministres ont participé à une réunion gouvernementale de haut niveau pour discuter du sujet de la transition des fonctions de l’IANA.
• Les Membres d’AFRALO ont assisté et participé activement à diverses réunions de l'ALAC et des leaderships régionaux.
• Plus de 200 rencontres distinctes avec la SO/AC ont eu lieu.
• La Participation à distance était également disponible pour de nombreuses séances et des concentrateurs ont été installés dans certaines villes de pays africains.
• Les questions  soulevées aussi bien lors de l’Assemblée générale d’AFRALO que dans les autres sessions africaines ont concerné le partenariat stratégique au sein de l'Afrique vers un ancrage durable de la stratégie de l'Afrique de l’ICANN ainsi que la mise en place d'un comité de directeur pour superviser la mise en œuvre de la stratégie de l'Afrique, les programmes de responsabilité sociale de l'ICANN pour l'Afrique.
• A signaler enfin que l’ICANN a approuvé une résolution que la prochaine réunion ICANN52 aura lieu à Marrakech au Maroc du 8 au 12 février 2015.

AFRALO AU SOMMET ATLAS II de LONDRES 2014

Un total de 17 délégués d’AFRALO représentant leurs ALS ont participé au sommet ATLAS II qui a eu lieu à Londres du 21 au 26 juin 2014. La Session plénière a eu lieu le samedi 21 juin avec plus de 150 participants représentant diverses ALS. Les séances ont été présidées par Olivier Crépin-Leblond président d’ALAC. Parmi les Conférenciers invités à la session d’ouverture il y’a eu les présidents des AC/SO, le Président de l'ICANN, Fadi Chehadé et le Président du conseil d'administration de l’ICANN Steve Crokers.

En plus de la Session plénière, un programme d'orientation pour mentor/stagiaires a eu lieu le samedi. Les participants se sont divisés en cinq groupes thématiques de discussion le samedi et le dimanche. Enfin AFRALO a organisé et a participé à la Foire des RALOs qui a eu beaucoup de succès.

5. ASSEMBLÉE GÉNÉRALE AFRALO

AFRALO a eu son Assemblée Générale le mercredi 25 juin 2014. Dix-sept délégués représentant les ALS Africaines ainsi que d'autres délégués de la région étaient présents. La séance a été présidée par Aziz HILALI, Président d’AFRALO. Mr Pierre Dandjinou VP ICANN pour l’Afrique a été invité pour parler des réalisations des projets de la stratégie africaine de l'ICANN.

Autres présentations comprenaient

•  le rapport d’activité d’AFRALO de Dakar à Londres effectué par Aziz HILALI Président d’AFRALO,
•  le projet CROPP par Fatimata,
• les problèmes et principes et les aspects réglementaires de fonctionnement d’AFRALO par Tijani Ben JEMAA
•  les défis à relever pour AFRALO : Comment Améliorer la participation des ALS au sein d’AFRALO, par Mohamed EL BASHIR.

Concernant les aspects réglementaires de fonctionnement d’AFRALO, il a été souligné l’importance d’un réexamen des principes d’adhésion d’AFRALO, de revoir le problème de l’adhésion individuelle ainsi que le problème de pays qui plusieurs ALS.

Les procédures pour le vote au sein d’AFRALO devront être discutées au sein d’AFRALO.

Actions à mettre en œuvre

Monthly activities in May 2014 were focused on last minutes preparations and outreach activities for participation of AFRALO ALSes in ATLAS II. A working group "The At-Large Summit II Working Group (ATLAS II)" for the the Organization of the At-Large Summit at ICANN 50 meeting to be held in London in June 2014. AFRALO at the African Internet Summit

Approved Traveller from AFRALO under the framework of CROPP: Tjani Ben jemaa  particpated in the African Internet Summit (AIS). This Summit was  aimed at  bringing under one roof all the Internet actors in Africa to discuss ICT issues and challenges. The Summit provides attendees and participants with a platform to share and spread Internet-related knowledge pertinent to the African region.  AFRALO was held under the theme: ICANN New Season: A Home for everyone. AFRALO AU SOMMET AFRICAIN D’INTERNET (AFRICAIN INTERNET SUMMIT)

Dans le cadre du Projet CROPP, TJANI BENJEMAA a participé au Sommet africain d’Internet (SAI). Ce sommet a réuni tous les acteurs de l'Internet en Afrique pour discuter et débattre des défis et enjeux des TIC dans la région. Le sommet a été une plateforme pour partager et diffuser les connaissances pertinentes liées à l'Internet pour la région africaine. The main AFRALO activities during the month of March 2014 were related to the following issues:

PREPARATION AND PARTICIPATION OF AFRALO IN ICANN 49

 The Leadership of AFRALO engaged its members during the month of March to finalize its participation in ICANN 49 through calls for the drafting of Statement and suggestions for item to be included in the Joint AFRALO/AfrICANN meeting’s agenda. A drafting Working Group was setup by the Chair and statement was completed and submitted to Community accordingly.

Furthermore, discussions on the participation of AFRALO to the ICANN49 took place during its monthly teleconference for the month of March 2014, where participants were informed on the current and future activities of ALAC with AFRALO members.

ICANN 49 discussions also focused on the IANA transition and the transfer of the main technical features of the Internet decided by the U.S. Government.

MOBILIZATION PILOT PROJECT COMMUNITY REGIONAL (COMMUNITY REGIONAL OUTREACH PILOT PROJECT (CROPP))

ICANN  set up a Regional community outreach Piliot Programme, (CROPP) in which each of the five RALOs may request funding up to five (5) “regional Awareness trips (up to three days, two nights) and before the end of June 30, 2014. Applications must be submitted to the At-Large team of the CROPP program: https://community.icann.org/x/_S6fAg.

Applications are to be submitted at least 8 weeks before the date of the mission and must also fulfill the conditions and obligations established by the CROPP and ALAC.

SINGAPORE AFRALO/AFRICANN JOINT MEETING

AFRALO/AfrICANN joint meeting took place on Wednesday, March 26, 2014 in Singapore under the chairmanship of Aziz Hilali. Among the speakers at this meeting were Mr. Olivier Crépin Leblond, President of the ALAC, Sébastien Bachollet, of the Board of Directors elected At-Large and Chairman of the working group strategy meeting, Pierre Dandjinou, ICANN Vice President for Africa (ICANN Global multi-stakeholder Engagement) and Tijani BEN JEMAA, Executive Director of the Mediterranean Federation of the Associations of Internet (FMAI)

The presentation of the subject of the joint declaration was made by Mohamed El Bachir Vice President of AFRALO while the AFRALO/AfrICANN declaration was presented by Mr. Philip Fomba JOHNSON, Secretary of AFRALO.

PARTICIPATION OF AFRALO TO ICANN MENTOR PILOT PROJECT

AFRALO has been invited to participate in the ICANN Mentor pilot project, newly launched with the At-Large Groups. Mercy Moyo, Assistant Program Officer at the Information Training and Outreach Centre for Africa of South Africa was selected by ICANN for this program. Her selection was based on her view on how to more effectively engage the African civil society in the work of At-large and her practical knowledge that can be transferred to activities of AFRALO and At Large. The Mentor pilot programme aims to:

• Develop the capacity of the ICANN community of civil society through practical experience and a better understanding of the mandate of ICANN and Internet governance stakeholder model multiparty;
• Use the method of disposal accelerated in the ICANN fellowship program offers already. If the proposal is extended, we hope that the next programme will begin at the AGM 2014 in Los Angeles

THE PROCESS OF SELECTION OF CANDIDATES FOR THE BOARD OF THE ICANN BOARD

The process of selecting candidates for the Board of Directors seat number 15, went very well. Among the four (4) candidates for this post, Ms. Rinalia Abdul Rahim, was elected for the position for a term of three years by the At-Large community. The direction of AFRALO and the majority of its members have expressed their congratulations to the newly elected Board member.

PREPARATIFS ET LA PARTICIPATION D’AFRALO A LA 49^EME REUNION DE L’ICANN

Les Leaderships d’AFRALO ont engagé ses membres au mois de mars dans les préparatifs de la 49ème réunion de l’ICANN de Singapour. Un comité de rédaction a été mis en place pour la rédaction de la déclaration de la réunion conjointe AFRALO/AfrICANN. Des propositions d’éléments à inclure dans l'ordre du jour de la réunion ont également été proposées. Le texte du projet de déclaration a été finalisé et soumis à la communauté.

Par ailleurs, des discussions sur la participation d’AFRALO à l'ICANN49 ont eu lieu durant sa téléconférence mensuelle du mois de mars 2014, où les participants ont été informés sur les activités actuelles et futures de l'ALAC et des membres d’AFRALO.

Les débats à l'ICANN 49 ont également été focalisés sur la transition de l'IANA et le transfert des principales fonctions techniques de l'Internet décidé par le gouvernement américain.

PROJET PILOTE DE MOBILISATION COMMUNAUTAIRE REGIONAL (COMMUNITY REGIONAL OUTREACH PILOT PROJECT (CROPP))

L'ICANN a un mis en place un programme de sensibilisation communautaire régional pilote (CROPP) dans laquelle chacun des 5 RALOs peut demander un financement jusqu'à 5 voyages «régionaux» de sensibilisation (pouvant aller jusqu'à trois jours, deux nuits) et ce avant la fin du 30 Juin 2014. Les demandes doivent être soumises à l’équipe At-Large chargée du programme CROPP : https://community.icann.org/x/_S6fAg .

 Les demandes sont à soumettre au moins 8 semaines avant la date de la mission et doivent aussi respecter les conditions et obligations établis par le CROPP et de l'ALAC.

À ce jour, AFRALO a présenté une demande de voyage à la CROPP RT. Pour participer au Sommet Africain de Djibouti qui aura lieu début Juin 2014.

REUNION CONJOINTE AFRALO/AFRICANN DE SINGAPOUR

La réunion conjointe d’AFRALO/AfrICANN a eu lieu le Mercredi 26 mars 2014 à Singapour sous la présidence d’Aziz Hilali. Parmi les intervenants lors de cette réunion figuraient M. Olivier Crépin Leblond, Président de l'ALAC, Sébastien Bachollet, du Conseil d'administration choisi par At-Large et Président du groupe de travail stratégie réunion, Pierre Dandjinou, Vice Président pour l'Afrique (ICANN Global Stakeholder Engagement) et Tijani BEN JEMA, Directeur Exécutif de la Fédération Méditerranéenne des Associations d'Internet (FMAI).

La présentation du sujet de la déclaration commune a été effectuée par  Mohamed El Bachir Vice-Président d’AFRALO tandis que  la déclaration d’AFRALO/AfrICANN a été présentée par M. Philip Fomba JOHNSON, Secrétaire d’AFRALO

Les discussions qui ont été franches et fructueuses ont abouti à l’adoption de cette onzième déclaration AFRALO/AfrICANN.

PARTICIPATION D’AFRALO AU PROJET PILOTE DE PARRAINAGE DE L'ICANN

AFRALO a été invité à participer au projet pilote de Parrainage ICANN, nouvellement lancé avec des groupes d’At large. C’est Melle Mercy Moyo, Assistant Program Officer at the Information Training and Outreach Centre for Africa de l’Afrique du sud qui a été sélectionnée par ICANN pour ce programme. Sa sélection a été inspirée par son avis sur la façon d'engager plus efficacement la société civile africaine dans les travaux d'At-large et ses connaissances pratiques qui pourront être transférées aux activités d’AFRALO et d'At Large. Le but du programme pilote de parrainage est de:

• Développer la capacité de la communauté de l'ICANN de la société civile à travers une expérience pratique et une meilleure compréhension du mandat de l'ICANN et le modèle de gouvernance Internet multi-parties prenantes;
• Utiliser la méthode d'immersion accélérée dans l'ICANN que le programme de bourses offre déjà; Si la proposition est étendue, Nous espérons que le prochain programme débutera lors de l'AGA 2014 à Los Angeles.

LE PROCESSUS DE SÉLECTION DES CANDIDATS POUR LE CONSEIL D'ADMINISTRATION DE L'ICANN

Le processus de sélection des candidats pour le Conseil d'administration siège numero 15, s’est très bien déroulé. Parmi les 4 candidats à ce Poste, c’est Mme Rinalia Abdul Rahim qui a été élue pour le poste pour un mandat de trois ans  par la communauté At-Large. La direction d’AFRALO et la majorité de ses membres ont exprimé leurs félicitations à la nouvelle élue.

The purpose of this call was to explain the procedure to add candidates on the At-Large Board Candidate Evaluation Committee (BCEC)

REGIONAL ADVICE ON NEW ALS IN AFRALO

Following consultation with Member, AFRALO presented a Regional Advice the two below listed Organizations were voted by ALAC for accreditation as ALS, The two organizations become the newest members of AFRALO during the month of February.

AT LARGE COMMUNITY REGIONAL OUTREACH PILOT PROGRAM (CROPP)

During the January 2014 Monthly Teleconference, ALSes has been encouraged take advantage of the CROPP (Community Regional Outreach Pilot Project), as the time frame (two months needed for professing) is challenging for AFRALO. Currently no event or project has been identified for the implementation of CROPP. ALSes has been called upon to present project in order to benefit from the CROPP.

JOINT AFRALO/AFRICANN SINGAPORE JOINT MEETING

As it has been done at previous ICANN meetings, AFRALO will hold a joint AFRALO/AfrICANN meeting to discuss issues or subjects of interest to African region at the scheduled ICANN 49 meeting in Singapore. JANUARY SPOTLIGHT  OF AFRALO MEMBER

As agreed during the AFRALO monthly call held on December 2013, a Spotlight oneach AFRALO ALS Activities has been created to high light at each monthly Teleconference activities of an ALSes. The AFRALO ALS representatives are invited to publish their information directly on the WIKI spotlight page and email the AFRALO secretariat. The January 2014 Teleconference featured Spotlight on Liberia ALS, ISOC Liberia Chapter.

NEW ALSes IN AFRALO

Discussions on application from the Age Numerique membership for At-Large membership in AFRALO is still in progress. A call has been sent on the Afri-discuss mailing list for comments with regards to the Membership of Age Numérique of Cote d'Ivoire

AFRALO Secretariat to send the Brazil statement to the AFRI -DISCUSS mail list

All ALS to submit proposals on projects for the CROPP program. The objective is to recruit new ALS.

Secretariat  to send a call for the joint AFRICANN-AFRALO statement to the  AFRALO and AFRINIC mail lists  for the Singapore meeting.

Secretariat  to ask all ALS’s for advice to the mail lists  on the application Age Numérique.

Phillip and Silvia to work with NARALO on the individual membership for AFRALO. Phillip to lead a dialogue on this issue in  the AFRALO list.

DÉCLARATION D’AFRALO PENDANT LA RENCONTRE DU BRÉSIL

Le groupe de travail AFRALO, mis en place au cours de la téléconférence du mois de décembre 2013 a proposé un projet de déclaration sur l'IGF du Brésil. La proposition présente la préoccupation de l'Afrique, le mécanisme de la gouvernance de l'Internet en Afrique, tout en faisant référence aux travaux sur la déclaration de Montevideo.

PROGRAMME PILOTE DE LA COMMUNAUTÉ RÉGIONALE ÉLARGIE (CROPP) AT LARGE

Pendant la téléconférence mensuelle du janvier 2014, l'ALS a été encouragée de profiter de la CROPP (Projet Pilote de la Communauté Régionale), pour le laps de temps (deux mois nécessaires pour profiter) est  un défi pour AFRALO. Actuellement, aucun événement ou  projet n'a été identifiée pour la mise en œuvre des CROPP. Les ALSes ont été interpellés pour présenter des  projets afin de bénéficier de la CROPP.

RÉUNION CONJOINTE d’AFRALO/AFRICANN à SINGAPOUR

Comme cela a été fait lors des précédentes réunions de l'ICANN, AFRALO tiendra une réunion conjointe d’AFRALO/AFRICANN pour discuter des questions ou des sujets d'intérêt pour la région africaine lors de la réunion de l'ICANN 49 prévue à Singapour. Dans cette optique, AFRALO a lancé un appel à propositions des ALSes pour un thème pour une déclaration à présenter au quarante neuvième (49) ICANN.

CONSEIL DE SELECTION DES CANDIDATS (15 PLACES)

Conformément au calendrier convenu pour le jury de sélection (15 sièges). En date du 28 Janvier, le personnel  de l'ICANN  a officiellement annoncé les noms de la liste des candidats pour pourvoir le siège #15 du Conseil de l'ICANN -  dont la page officielle wiki est ci-dessous.

LE SPOTLIGHT DE  JANVIER DE MEMBRE AFRALO

Comme convenu lors de l'appel mensuel AFRALO en Décembre 2013, une projection sur les activités de chaque AFRALO ALS a été créée pour promouvoir sur chaque activité de téléconférence mensuelle d'une ALSes. Les représentants des ALSes AFRALO sont invités à publier leurs informations directement sur la page WIKI  et envoyer une copie au  Secrétariat d’AFRALO par courriel. La Téléconférence de janvier 2014 a présenté un reportage sur le Libéria ALS, ISOC Libéria.

NOUVEAUX ALSes DANS AFRALO

Les Débats sur l'application à partir de l’âge Numérique pour l’adhésion des membres  à AFRALO est toujours en cours. Un appel a été envoyé sur la liste de diffusion Afri-discussion afin de recueillir des commentaires en ce qui concerne l'adhésion par âge Numérique de la Côte d'Ivoire.

MESURES DE SUIVI

Le Secrétariat AFRALO doit envoyer la déclaration du Brésil à la liste mail de l'AFRI-discussion.

Tous les ALS doivent soumettre des propositions sur les projets du programme CROPP. L'objectif est de recruter de nouveaux ALS.

Le Secrétariat doit envoyer un appel de la déclaration commune d’AFRICANN-AFRALO aux listes mail d’AFRALO et AFRINIC pour la réunion de Singapour.

Le Secrétariat doit demander à tous les ALS d’émettre des avis sur les listes mail concernant  l'application de l'âge Numérique.

Phillip et Silvia pour travailler avec NARALO sur l'adhésion individuelle pour AFRALO. Phillip doit dialoguer sur cette question dans la liste AFRALO.
