Motion on IRTP PDP Jun08 WG

Whereas

On 25 June 2008 the GNSO council initiated PDP IRTP Part A to be refered to as IRTP PDP Jun08

and, decided to create an PDP WG for the purposes of fulfilling the requirements of the PDP

and, has reviewed the charter found at IRTP PDP-A WG Charter

Resolved

The GSNO Council approves the charter and associated time lines and appoints Mike Rodenbaugh as the GNSO Council Liaison to the IRTP PDP Jun08 WG. The GNSO council further directs that the work of the IRTP PDP Jun08 WG be initiated no later then 14 days after the approval of this motion. Until such time as the WG can select a chair and that chair can be confirmed by the GNSO Council, the GNSO council Liaison shall act as interim chair.

Charter

The Working Group initially shall consider the following questions (found in Section 1.3 of the issues report):

Whether there could be a way for registrars to make Registrant Email Address data available to one another. Currently there is no way of automating approval from the Registrant, as the Registrant Email Address is not a required field in the registrar Whois. This slows down and/or complicates the process for registrants, especially since the Registrant can overrule the Admin Contact.
Whether there is need for other options for electronic authentication (e.g., security token in FOA) due to security concerns on use of email addresses (potential for hacking or spoofing).
Whether the policy should incorporate provisions for handling “partial bulk transfers” between registrars – that is, transfers involving a number of names but not the entire group of names held by the losing registrar.
